Notice of Public Hearing

The Holyoke Housing Authority invites all tenants and the general public to a review of the Authority's Proposed Annual Plan for Fiscal Year 2027

The Annual Plan is intended to provide insight into the Authority’s operations and plans for the coming fiscal year as they affect the Authority’s state-aided public housing. The Proposed Annual Plan is comprised of the following elements:

Proposed Capital Improvement Plan
Proposed Maintenance and Repair Plan
Current Operating Budget
Responses to the Performance Management Review (PMR) findings
List of housing authority policies
List of waivers from governing regulations of the Executive Office of Housing

and Livable Communities (EOHLC)

Residents and the general public are invited to review the Annual Plan before the hearing and may submit public comments as noted below. The Authority shall consider the concerns of any Local Tenants’ Organization (LTO) or Resident Advisory Board (RAB) regarding needs and priorities and incorporate some or all of such needs and priorities in the draft plan if deemed by the Authority to be consistent with sound management. Substantive comments will be summarized and included in the Annual Plan when it is submitted to the Executive Office of Housing and Livable Communities (EOHLC).

Comments may be submitted orally at the hearing, by emailing the housing authority office, or by submitting written comments at the housing authority office. Comments must be received no later than the close of the public hearing.

Draft FY 2027 Moving to Work (MTW) Annual Plan - Comments and Public Hearing Notice

The Holyoke Housing Authority (HHA) is a participant in HUD’s Moving to Work Demonstration Program (MTW). The draft FY 2027 Moving to Work Annual Plan will be available for review from September 4, 2026 to October 3, 2026 at the Authority’s Administrative Office, 475 Maple Street, Holyoke, MA 01040 or available for download below. Copies of the draft FY 2027 Moving to Work Annual Plan may also be obtained by contacting the Authority at 413-539-2229. The Authority’s hours of operation are Monday-Friday 8:00am to 4:00pm.

Written comments on the draft FY 2027 Moving to Work Annual Plan must be addressed to FY 2027 Moving to Work Annual Plan Comments at the Authority’s Administrative Office address above and must be received by close of business (4:00pm) on October 3, 2026.

A Public Hearing to receive comments on the Plan will be held on Wednesday, September 23 ^rd at 2:30PM. The hearing can be accessed on Zoom with Meeting ID: 812 9063 3270 or 1-929-439-2866. Public Notice New Inspection Guidelines-NSPIRE

Dear Housing Provider and Participant,

This notice is to inform landlord and owners of the new inspection protocol that will be used in assessing the quality of housing in Holyoke Housing Authority’s Housing Choice Voucher, Project Base-Based and Moderate Rehabilitation programs. May 11, 2023 Department of Housing and Urban Development (HUD) published the Economic Growth Regulatory Relief and Consumer Protection Act: Implementation of National Standards for the Physical Inspection of Real Estate (NSPIRE). NSPIRE will replace HQS October 1, 2025, introducing a new framework for evaluating deficiencies. These changes are designed to enhance housing quality while providing clear guidelines for compliance.

NSPIRE strengthens HUD's physical condition standards and improves HUD oversight by aligning and consolidating the inspection regulations used to evaluate HUD housing as defined in 24 CFR 5.701(c), across multiple programs. Implementation of NSPIRE ensures that residents of HUD housing live in safe, habitable dwellings. It also ensures that the items and components located both inside and outside, and within the units of HUD housing are functionally adequate, operable, and free of health and safety hazards.
