Over $150K The HOLYOKE HOUSING AUTHORITY, the Awarding Authority, invites sealed bids from Contractors for the Underslab Pipe Replacement - Rosary Towers at Rosary Towers in Holyoke, Massachusetts, in accordance with the documents prepared by MACRITCHIE ENGINEERING, INC..
The Project consists of but not limited to:
Replacement of underslab sanitary and storm piping and restoration of areas affected.
The work is estimated to cost $1,560,000.00.
All bidding Requests for Information (RFIs) shall be submitted online by 05/11/2026 at 3:00PM EDT for filed sub-bids and by 05/18/2026 at 3:00PM EDT for general bids. Bids are subject to M.G.L. c.149 §44A-J & to minimum wage rates as required by M.G.L. c.149 §§26 to 27H inclusive.

The Davis Bacon Act
The Davis Bacon Acts and Related Acts apply to contractors and subcontractors performing on federally funded or assisted contracts in excess of $2,000.00 for the construction, alteration or repair (including painting and decorating) of public building or public works. A copy of the wage decision is included in each bid package. The goal of the Davis Bacon Act is to protect the statutory rights of construction workers by enduring they are being paid appropriately for HUD or HUD “related acts” construction project. Failure to comply with Davis Bacon regulations could lead to a breach of contract and debarment from further participation in HUD programs.
Section 3 Requirements
Section 3 of the HUD Act of 1968 is a means by which HUD fosters local economic development, neighborhood economic improvement and individual self-sufficiency. Under ECC’s Section 3 program, there are multiple requirements for every contract. Section 3 requirements are outlined in HUD’s 24 CFR 75.
MBE/ WBE Requirements
It is the policy of the ECC that Minority, and Women Business Enterprises (MBE/WBE) as defined in regulations developed by the Secretary of the Department of Housing and Urban Development (HUD) and promulgated in 24 CFR Part 85, HUD Handbook 7460.8 and 7485.1 REV-2 Section 6(a) and Notice PIH 88-11 (PHA) shall have the maximum opportunity to participate in the performance of contracts financed in whole or in part with federal funds and that bidders, proposers or contractors and their subcontractors or suppliers shall take all necessary and reasonable steps to ensure that MBE/WBEs shall have the maximum opportunity to compete for and perform contracts financed in whole or in part by federal funds.
